Why we support the driving licence reform

The reform makes learning for the driving licence freer, more accessible and more transparent. We support its direction with an offer that is open to everyone.

In short

  • Learning the theory yourself is right if it is done well.1
  • Good learning must not be a question of money or language.
  • Public prices and pass rates help when choosing a driving school.3
  • Driving schools gain time for what only they can provide: driving.

Why we welcome the reform

From 01.01.2027, learner drivers should be allowed to study theory independently and digitally. We believe this is right. People learn at different speeds, at different times and with different prior knowledge. A fixed timetable rarely does justice to this.

The reform should also make the driving licence more affordable. For many young people and for people who are new to Germany, the costs are a real hurdle.

From 01.07.2027, the prices of driving schools and the pass rates of their learner drivers in the practical test should be viewable in a public register. This creates comparability for one of the most important decisions on the way to the driving licence.1, 3

More time for driving

The reform changes the work of driving schools. We see this primarily as an opportunity: If the theory is learned digitally, more time remains for driving, for feedback and for the role of the driving instructor as a mentor.

theorie.net sees itself as a partner to driving schools, not as a replacement.

What we contribute

theorie.net is free for learners and without advertising during learning. Finn, our learning companion, explains in 14 languages and in simple German.

Our learning system implements what learning research knows about effective learning, and we show what works with our own data. Regarding the reform, we publish verified information with sources and status.

Where we look closely

Independent learning does not succeed on its own. It needs structure, feedback and repetition, otherwise it remains rote learning. This is exactly what we pay attention to in our offer.

We support the direction of the reform, not every detail. Some things have not yet been finalised, such as which questions should in future lead immediately to failure as questions with a star mark. We will categorise such details objectively as soon as they are finalised.2
